Anyone interested in European politics had no illusions about what the EU summit on 28-29 June will be easy from the point of view of the harmonization agenda. It is well known that member countries have different views on the issue of migration, also planned to coordinate foreign policy issues and, of course, the anti-Russian sanctions. After twelve hours of negotiations the participants managed, in the night, to tell reporters about the decisions taken.

Considering the unsuccessful experience an emergency meeting on 25 June, where 16 members of countries of the European Union are unable to agree on migration (and the Visegrad countries did boycott the meeting), from this summit in Brussels also did not expect breakthrough solutions. And at first, the leaders of the Old world justified the expectations placed upon them. On Thursday evening was the scheduled press conference of the President of the European Council Donald Tusk, but had to cancel because the parties have not come to a consensus. This time the reason was the position of Italy, which refused to sign the final document until it is agreed on common migration policy that is acceptable to Rome.

In the end, European States managed to sign the document, it is Known that the document contained the following points: the establishment of voluntary checkpoints in Europe, where experts could assess how migrants really need to grant them refugee status, and also provides new measures to restrict the entry into the European Union. Moreover at the meeting it was decided to allocate another tranche for Turkey to combat illegal migration.

“This decision is a fixing of preliminary agreements, which the EU went on for the last few months – says “MK” head of Sector of European studies, IMEMO Russian Academy of Sciences Yuri KVASHNIN. And is a compromise in favour of countries of first entry – the state, through which migrants reach the European Union, primarily Italy. For anybody not a secret that for the past year Italy has suffered more than anyone from the influx of refugees. And even had an infamous history, when Rome refused to accept a ship full of refugees. France has also long refused to accept migrants entering through the Italian territory. The situation was very tense and so the countries were forced to agree to a compromise. But in my opinion, the most important point is that the Dublin agreement still to be reviewed. In essence, that the country in which the migrant has the right to extradite these migrants in the country of first entry. First of all we are talking about countries such as Greece, where refugees from Syria via Turkey. This is Italy, where migrants come by sea from North Africa, mainly from Libya that destabilized to the limit.

This agreement is of a framework character, but most likely the problem will be solved. Will start the redistribution of migrants in favor of those countries that have the greatest economic opportunity”..

Despite the obvious creaking wheels of European consensus, it quite smoothly rotated, when talking about the anti-Russian sanctions. It is reported that in Brussels decided to prolong sanctions against Moscow for another six months. The preparation of official documents on this issue should start next week.
