February 23 at a briefing in Washington Mnuchin did not name concrete terms of introduction of new restrictive measures against the Kremlin, but promised that the decision will be made in a few weeks.

2 August 2017, the US President, Donald trump has signed the law “On countering the enemies of America by sanctions” on introduction of restrictive measures against Iran, Russia and North Korea.

Document reduced the maximum term of crediting in the Russian banks under sanctions, up to 14 days, and for the oil and gas sector – up to 30 days. The President of the United States was allowed to apply sanctions to persons who intend to invest in the construction of Russian export pipelines over $5 million a year or $1 million lump sum. The law obliged the President of the United States subject to confirmation by Congress of any mitigation or cancellation of sanctions. The White house denied the right to take restrictive measures on the personal orders.

According to the initiative, the U.S. Treasury Department in cooperation with the State Department on 29 January 2018, provided Congress the “Kremlin report” – a list of the 114 senior officials and 96 of oligarchs close to the “Russian regime”. Mentioned assistants and advisers of Russian President Vladimir Putin, all government members, including Prime Minister Dmitry Medvedev, the mayors of Moscow and St. Petersburg. The list also includes businessmen with a fortune of more than $1 billion. They occupy the first 96 seats in last year’s ranking of 200 richest businessmen of Russia prepared by the Russian version of Forbes.

Mnuchin reported that in the second, classified part of the report referred to the possible introduction of new sanctions against Russia.

Russian President Vladimir Putin said that Russia would not be prepared to respond to initiatives.

The expert of the Atlantic Council Anders Aslund, who participated in the work with the documents, said the list of Russians in the “Kremlin report” replaced at the last moment. According to former U.S. Ambassador to Russia Michael McFaul, trump had a frivolous attitude to the formation of the material and to Congress a report dissatisfied.

In the US Democratic party believe that the White house has ignored legislation and introduced new restrictive measures against Russia.
