The bill provides for amendments to article 80 of the Constitution of Ukraine. In particular, seized the title of the article: “people’s deputies of Ukraine are guaranteed parliamentary immunity” — the norm, according to which “people’s deputies of Ukraine may not without the consent of the Verkhovna Rada of Ukraine to be held criminally liable, detained or arrested”.
Another article will continue to act: people’s deputies are not legally responsible for the results of voting or statements in the Parliament and its bodies, with the exception of liability for insult or defamation.
Changes should take effect from 1 January 2020.
Recall, the Verkhovna Rada in the fall of 2017 has taken the first step towards amending the Constitution on the limitation of parliamentary immunity. Parliamentary and presidential bills were sent to the CCU more than 300 votes of deputies.
The documents differ only in that according to a presidential change will take effect from the beginning of 2020, and according to the parliamentary changes will take effect the next day after its official publication.
After some time, the constitutional court declared the parliamentary and presidential drafts of constitutional changes.
However, the legal Committee drew attention to the clause in the conclusion of the constitutional court concerning the ability of Ukraine to ensure the independence of the people’s deputies and recommended to finalize the bill.
In the fall of 2018, the Parliament decided to finalize the bill.
