The Ministry of Finance cannot replace the shortfall in income by borrowing, said government Plenipotentiary for national debt Yuriy Butsa in an interview with Interfax-Ukraine.

“This situation without violating the size of the deficit (budget – ed.) is impossible. Borrowing is the financing of repayments plus budget deficit. We cannot, in principle, to replace the shortfall in income by borrowings,” he said.
