Reasons to dismiss Maxim Stepanov as head of the Odessa regional state administration were many. On 11 April, the TV channel “1+1” said the President of Ukraine Petro Poroshenko.
“Regarding the reasons for the dismissal. A lot of them, including the fact that Odessa region fell the most in the rating of regions of Ukraine – to eight positions. And is the third from the end. There is another position concerning the effectiveness of use of funds, because in the Odessa region was a priority of funding, including road construction, millions UAH, and Mr. Stepanov knows it. The head of the state administration is a political job. And the score, which gave voters in the Odessa region of the current government, is not only an evaluation of the President, but the head of the state administration”, – said Poroshenko.
In turn, Stepanov said that he does not agree with the words Poroshenko.
“I want to emphasize: I am convinced that my dismissal has been associated exclusively with the first round of the presidential elections”, – he stressed.
Stepanov reminded the media that it was postponed until the end of the electoral process the payment initiated by the end of 2018 one-time assistance to the most vulnerable people of the region to during the election was not “administrative pressure” and all were fair.
“Sorry, I just didn’t know that Mr. Stepanov has delayed these payments. If I knew that, he would have been fired before,” – said Poroshenko.

Poroshenko issued a decree on dismissal Stepanova April 6, it was published on 8 April. Stepanov refused to resign, calling the President’s decree on his dismissal illegal.
On 10 April the Cabinet agreed the resignation of the head of the Odessa regional state administration. Poroshenko signed the document about the dismissal of Stepanova. Then Stepanov said that he was able to force the President to implement the Constitution and to respect the procedure of dismissal. He noted that he would not appeal the decree.
