On June 19 the Verkhovna Rada has appointed Roman Abramov, Minister of environment protection and natural resources

The company “Kavyakantha”, the majority shareholder of which is the wife of the new Minister of environment protection and natural resources of Roman Abramov, featured in National anti-corruption Bureau. This is reported by journalists of the program “Schemes: corruption in detail,” (a joint project of “Radio Liberty” and “UA:First”).

In 2017 “Kavyakantha” won the tender of state enterprise “Ukrvodshlyah” for the repair of Kaniv shipping lock value 20.9 million UAH. The company had to replace the gates of this hydraulic structure on the river, through which ships go. The money the firm has received, but in the end not fulfilled, arguing that “Ukrvodshlyah” did not provide permission to perform construction works.

In turn, the company “Ukrvodshlyah” insisted that these works are “major repairs”, and not construction, and went to the Economic court with the requirement about collecting of penalties with the “Kavyakantha” for the improper performance of the contract, however, the court rejected the claim.

In 2019, the state enterprise has announced a tender, which was won by another firm, which received 19.5 million UAH for the same work, and in June 2020 scheduled to open in Kaniv shipping lock, which was locked for over two years.

Sources “Schemes” in law enforcement bodies reported that due to losses, likely caused by the state, in January of this year, the NEB began criminal proceedings in which explores the actions of officials “Ukrvodshlyah” and “Kavyakantha”. At the request of the journalists in the NEB confirmed that there is a criminal proceeding.

And in the “Kavyakantha” told reporters that the first time I hear about this production.

“We are unable to perform the work, as the customer has not received permission to start the construction works. The equipment was manufactured, but the installation start failed”, – said General Director of “Kavyakantha” Konstantin galuta.

In the state enterprise “Ukrvodshlyah” told reporters that they plan to create a Commission that will check the quality of supplied equipment.

He abramovskiy in comments to journalists said that he knew nothing about the criminal production of NABOO in the company of his wife.

“Nothing is known. Maybe Yes, maybe no. I don’t know. I was not engaged and not engaged in the operational activities of this enterprise”, – he said.

According to Agency on development of stock market infrastructure of Ukraine, 79% of the shares of “Kavyakantha” belongs to Svetlana Yurchenko – wife of Roman Abramov, and he was a member of the Supervisory Board of the company, however, in the spring of 2019, the stopped his powers, say “Scheme”.

In late may the Cabinet adopted a decision on the division of the Department of energy and environmental protection in two ministries: Ministry of energy and Ministry of environment protection and natural resources. Acting Minister of energy is Olga Bukovec.

In early may, the faction of monopolista in Parliament “servant of the people” approved the candidacy of Abramovskiy for the post of Minister of ecology. It was expected that the vote will take place on June 4 but, as reported by MP from the “public Servants” Elena Moshenets, “at the last moment had some sort of force majeure and withdrew the idea of appointing”.
