Zelensky: Ukrainians will be able to develop their towns and villages, to make them more convenient and comfortable

The President of Ukraine Vladimir Zelensky said that the government approved for all areas of promising plans that “will become the basis for the formation of territorial communities and building a successful country in which to live comfortably”.
In the President’s Office said that the perspective plan is not approved only for the occupied Autonomous Republic of Crimea.
According to the head of the state, the formation of regional communities will reduce the influence of the Central government for administration of funds.
“The Ukrainians will be able to get a quality and more services on the ground where they live. Will be able to develop their towns and villages, to make them more convenient and comfortable,” said Zelensky.
At the meeting on 27 may, the Cabinet of Ministers of Ukraine approved the latest long-term plans of creating a unified territorial communities. Thus, the government has approved the future plans of formation of territories of communities in 24 regions.
“We are consulting on a long-term plan of Crimea at all levels, and it will be formed immediately after the de-occupation of the Peninsula,” – said Prime Minister of Ukraine Denis Shmyhal.
In December 2019, the Verkhovna Rada of Ukraine adopted the law No. 348-IX, which simplified the procedure for the approval of perspective plans of formation of territories of communities. According to the document, a perspective plan approved by the government on representation of regional state administrations (previously the plan was first considered in the regional Council and then submitted to the Cabinet). In addition, the law States that community involvement will continue to occur only on promising plans.
Further, according to the law No. 562-IX, the Cabinet shall determine the administrative centers of territorial communities and their territory and submit to the Verkhovna Rada a bill on the elimination and education districts, reported on the official website on decentralization. The Central election Commission shall form electoral districts and to organize local elections based on the territories of territorial communities approved by the government. Under the new system should take place with local elections scheduled for fall 2020.
