The OSCE mission is ready to open a new patrol base in the occupied part of Donbass

Hug noted that the opening of new bases is possible only in case of security guarantees from insurgents

First Deputy Chairman of the Special OSCE monitoring mission in Ukraine Alexander hug said that the mission is ready to start a new patrol base in the temporarily occupied part of the Donbass in the case of security guarantees for activities of observers from the Russia-controlled fighters. He said this at a briefing in Kiev during a Skype-inclusion from the occupied Debaltsevo.

Hug asked about the intentions of the mission to open the advanced patrol bases of SMM in the occupied territories of Donbass, in particular in Anthracite, Sorokino (Krasnodon), Novoazovsk Amvrosievka, etc., and the reason that this issue has still not budged.

“I can confirm that we have plans and we are willing to establish advanced patrol bases in the localities you have mentioned, and others, and we will raise this question to all those who need to address this issue,” said hug.

“While we have not received sufficient guarantees from those who own the actual control that would allow us to access these advanced patrol base,” said hug.

He noted that he cannot speak on behalf of Russia-controlled fighters. According to hug, the mission “you need to fully understand from those who own the actual control”.

“They understand our safety requirements, and once we get that understanding from them, we will open the base. We have provided an appropriate budget. And as soon as we get guarantees from the individuals who own the actual control, we will begin to implement these plans,” said hug.

He also said that the restriction of access of observers in the Donbass “is done only for the reason that they don’t want us to see what is happening in these areas. But we insist on the unhindered and free access to all areas of Ukraine, including areas that are not controlled by the government of Ukraine”, – said Hg.

We will remind, the OSCE parliamentary Assembly (OSCE PA) at the 26th annual summer session, which was held 5-9 of July in Minsk, following the results of meeting included in the final statement of the summer session two resolutions on Ukraine, with condemnation of the ongoing hybrid of Russian aggression.
