Catalonia: the Declaration of independence was signed, but independence is not declared

The head of Catalonia Carles Putteman on October 10 signed the Declaration of independence. It happened after he at the meeting of the regional Parliament stated that Catalonia has earned the right to be a Republic, but a unilateral Declaration of independence should be postponed.

The document was also signed by his Deputy Oriol Junqueras and Parliament speaker Karma Forcadell. Signed left and supporting the independence of the MPs who are in Parliament, an absolute majority.

“Established by the Catalan Republic as independent and sovereign, legal, democratic and social state”, — said in a Declaration, according to La Vanguardia.

The Declaration also noted that Catalonia is ready to negotiate.

“We reiterate our willingness to negotiate with the Spanish government aimed at establishment of cooperation in the interests of both parties . Negotiations should be on equal basis,” — stressed in the document.

The document calls upon States and international organizations to recognize the Catalan Republic as an independent and sovereign state.

In the beginning of the session of the Parliament of Catalonia on 10 October, Putteman proposed to postpone the unilateral Declaration of independence, to be able to negotiate with Madrid.

“Our calls for a nonviolent solution to the question was heard, European leaders have offered us her mediation. Everybody warned us about what we need to avoid negative developments. We heard,” — said the politician.
Pujdeme urged the Catalans to continue to Express their will. However, he asked the Spanish authorities to stop repressions.

The Minister of justice of Spain Rafael Catala Polo said that the government of Spain can not accept as legally valid the Declaration of independence, TASS. According to him, Madrid would not recognize “any act, which suspended the constitutional court, neither the referendum nor the Declaration of independence”.

The Spanish authorities on 11 October appointed an emergency meeting of the Council of Ministers.

Recall, 1 October, the region held a referendum on independence from Spain, which is not recognized by the authorities. In the region were sent the guards that take people out of polling stations, took away the ballot boxes, used rubber bullets and batons to disperse. As a result of clashes with the police injured more than 800 people and about 40 police officers. According to the government of Catalonia, 90% of participants in the referendum voted for secession from Spain.
